Executive Director Khalid Mohammed
Executive Director

Khalid Aseel Mohammed, PhD, RPP, MCIP, LEED AP

Dr. Mohammed is the executive Director of SFCEP. He received both his bachelor and Master degrees with distinction in Economics, from the University of Madras and the University of Pune respectively. Dr. Mohammed later obtained a doctoral degree in Economics in public finance from the University of Pune. He also completed a master program in City Planning from the University of Manitoba, Canada and a Masters in Municipal Leadership, from York University, Canada. As a professional economist and planner, Dr. Mohammed has over 20 years of experience in strategic long-range planning and big picture policy development, advocating for creating great and smart communities, which are built on sustainable economic growth. Dr. Mohammed is a non- believer in economics and planning solutions that is designed on ‘one size fits all’, but rather subscribes to the idea that policy initiatives and developments should be tailored to the specific targets. Dr. Mohammed is a risk taker and always willing to intelligently challenge the “status quo” of traditional policy initiatives.

In his current role as Manager of Planning and Development for the Town of High River, Dr. Mohammed has initiated and led major transformation in the planning spectrum of the land use and policy development, which helped guide the community move away from conventional planning philosophy to a more innovative and creative regulatory models, which fostered the community as a led by example in the planning world. His risk taking attitude led him to manage major municipal projects for which he received two Canadian national awards in planning excellence in 2016 and 2017 and one provincial award in planning excellence in the year 2017.

Prof Ibrahim Ahmed Al Badawi, PhD , (former Minister of Finance and Economic Planning of the Republic of Sudan)

Professor Al-Badawi graduated from the Faculty of Economics at the University of Khartoum in 1978 and obtained a master’s degree in statistics from North Carolina State University in 1981, and in 1983 he obtained a doctorate in economics and statistics from North Carolina and Northwestern Universities, and worked as a visiting professor at Northwestern University and then returned to Sudan, where he worked as a professor of economics and statistics, and was also a visiting professor at the College of 2 Economics and the Growth Research Institute at Bell University of America, he worked as director of the Department of Economic Research during the period 1993-1998, during his work at the World Bank.

He was recently elected to the position of Executive Director of the Economic Research Forum for North Africa and the Middle East, and also served as Director of the Center for Economic Policy and Research at the Dubai Economic Council since 2009. He was entrusted with the task of coordinating the economic policies of the international community for the reconstruction program within the framework of the Comprehensive Peace Agreement in Sudan in 2005.

Recently Dr. Al-Badawi held the position of Minister of Finance in the government of Abdallah Hamdok from September 2019 to July 2020.

Dr. El-Badawy was recently selected among the members of the United Nations High-Level Advisory Council on Economic and Social Affairs.

Dr Basheer Omer

Basheer Omer Fadul, PhD, (former Minister of Finance and Economic Planning of the Republic of Sudan)

Dr. Bashir graduated with honors from the Faculty of Economics, University of Khartoum, and obtained his master’s and doctorate degrees in economics from the University of Manchester, United Kingdom, and then worked as a lecturer at the same university after his graduation. He held teaching position as an adjunct in German, Dutch and Ethiopian universities.

He joined the University of Khartoum as a lecturer and became the chairof its economics department until 1986. He also held several positions at the University of Khartoum, including Secretary of the Council of the Economics Division, coordinator of master's and doctoral programs for the Economics Division, dean of students, and editor-in-chief of the Economics and Social Studies news bulletin. Dr. Omar was an external examiner at the University of Harare, the University of Nairobi and Addis Ababa University, and as a visiting lecturer at the University of Addis Ababa from 1991-1992.

Dr. Omer also worked as an economic advisor to the National Commercial Bank in the Kingdom of Saudi Arabia, and then Director of the Development Department at the Islamic Development Bank in Saudi Arabia. Dr. Omer held the position of Minister of Finance and Economic Planning of the Republic of Sudan, Minister of Culture and Information and Spokesperson for the Government of Sudan and Minister of Energy and Mining for the Republic of Sudan from 1986 to 1989.

Eltayeb Ibrahim Elmadih, PhD, (Dean of the Faculty of Architecture at the National Ribat University, located in Khartoum, Sudan)

Dr. Elmadih graduated with honors in the Faculty of Engineering and Architecture, in 1982, and obtained his master of science in physical planning at the University of Khartoum in 2001. He obtained his doctoral degree in sustainable architecture, at the University of Huddersfield, Great Britain, in 2012.

Dr. Elamdi worked as a head of architectural section at the Gezira Agriculture Scheme and held the position of a General Executive Manager for many diversification developments, executed in various towns and cities in Sudan, such as; Agricultural buildings and warehouses in Sudan.

Dr. Elmadih’s expertise in engineering architecture has been proven in his invaluable participations and contributions to designing diversification buildings, including his supervision role in projects such as Helton Extension, Pension building, some banks buildings, some factories, many private buildings etc. He participated as an adjunct teaching assistant at the University of Khartoum, Huddersfield in UK and Omdurman Islamic University in Sudan 2012-2014.

He taught Architectural Design, Building Sciences, Environmental and Technical Studies at the National Ribat University since the year 2014. Currently, Dr. Elmadih, is the dean of the Faculty of Architecture at the National Ribat University, located in Khartoum, Sudan.

Dr. Abu El Hassan Farah

Abu El Hassan Farah, PhD

Dr. Farah, holds a Bachelor of Commerce, Public Administration, from the University of Cairo-Khartoum, Branch, a Master of Public Administration, from Pennsylvania State University, and a doctoral degree in Business Administration from West Pacific University (PWU).

Dr. Farah has extraordinary expertise in the field of banking management affairs, auditing, and success charting.

He was a Director and General Manager for a number of banks in Sudan and abroad. Dr. Farah, is a Member of the Federation of Banks in Sudan and Egypt and the Federation of Arab Banks. He participated in several national and international economic and banking conferences in Sudan and abroad.

Dr. Farah is the Founder, Owner and Chairman of Palm Investment and Development Corporation.

Fathi Mohammed Abdulhay, PhD, (Associate Dean for the Faculty of Graduate Studies and Scientific Research at the Red See University, Located in Port Sudan, Sudan)

Dr. Abdulhay, receivedhis bachelor and master’s degrees from the faculty of Economics, University of Madras, India, in 1994. He obtained his doctorate degree in economics from the University of Red Sea, Port Sudan, Sudan in 2006. He served as a lecturer at the same university after his graduation.

Dr. Abdulhay also worked as a lecturer at the University of Sirte, Libya during the period 2013-2015, and return to the Red Sea University in 2015.

Dr. Abdulhay, is a member of many scientific committees at home and abroad. He supervised many scientific research projects for the master and doctoral students at the Red Sea University.

Dr. Abdulhay, has participated in many national and international conferences and worked in the field of scientific consultancy designed projects and inventory resources for the Ministry of Economic and Personnel Affairs in the Red Sea State during the period 1999 to 2002.

Dr. Abdulhay is currently an associate dean for the Faculty of Graduate Studies and Scientific Research at the Red See University.
